(v) if, in the opinion of the Governor he becomes
permanently incapacitated.
All appointments of commissioners shall be notified
in the Gazette and shall take effect from the date of such
notification.
(9) (a) The procedure for the calling of meetings of the
Port Trust and for the conduct of business at such meetings
shall, subject to this Ordinance and any regulations in
relation thereto, be as determined by the Port Trust.
(b) Five commissioners shall form a quorum and any
duly convened meeting at which a quorum is present shall be
competent to transact any business of the Port Trust, and
shall have and may exercise and discharge all the powers,
authorities, duties, functions and obligations of the
Port Trust.
(e) At any meeting of the Port Trust the Chairman shall
preside and shall have a deliberative vote, and, if the
voting be equal, a casting vote.
(a) If the Chairman is absent from any meeting or if
there is for the time being no Chaiman, the commissioners
present shall choose one of their number to act as Chairman
at that meeting, and the commissioner so chosen shall have the
same power at that meeting as if he were Chairman of the
Port Trust.
(e) The Port Trust may from time to time appoint
standing or special committees consisting of one or more
commissioners, and may delegate to those committees any
matters for consideration, or enquiry, or management, or
regulation; and may delegate to any such committee any of
the powers and duties by this Ordinance conferred or imposed
upon the Port Trust, except the powers to borrow money, make
a rate, make a by-law, execute a deed or contract, or
institute an action. Every such committee shall be subject
